Elise sits with her wings hanging down every once in a while but she's able to sit and walk with them up. It's kind of like she's slouching. Is this normal?
A picture would help but usually a bird that is hanging its wings down is a bird that is showing illness. Does her tail bob or swing slowly back and forth under her boy while she is sitting?
How old is the bird? Has she laid any eggs before?
No, that's what's weird she's perfectly fine, she's still behaving normally.
She might've laid eggs I've only had her for a year and she's from a shelter. I tried to take a picture but she straightened out when I got my phone ready.
She does have a problem with fruits and veggies though since she throws them instead of eating them.
Keep a close eye on her if you see her gasping or she has her beak open to try and breath then there is a problem. Line the bottom of the cage underneath where she sits most with some clean white paper so you can take a closer look at her droppings. If she isn't passing droppings much and is hanging her wings down and breathing oddly there is a possibility she has a egg in her vent and might be having a problem passing it.

She's not panting or passing an irregular droppings, I'll try to get a picture but she tends to move if I come within a foot of the cage with my phone to take a picture.
Could she maybe be overweight?
I've tried to give her fruits, veggies, and sprouted seeds and the other budgies love them but she'll throw them across the cage no matter the size. I've even tried pellets but she'll eat seeds and throw everything else. She'll only eat broccoli and spinach if I hang it up in the cage, I've tried putting different food through the bars above her favorited perch but those are her only ones.
