Erm a lot of birds of prey flap their wings often and he'd just stopped doing it, also birds of prey hold their wings a lot lower if they're open AND also falcons have very long thin wings so it probably looks stupidly long
I'll show you what I mean...
Here's the falcon with the long pointy wings (in falconry we call them longwings... we called eagles, buzzards and anything else similar broadwings and the true hawks (aka sparrow hawk or goshawk or anything else in the accipiter family shortwings because they have really round short wings... thought that would help with the wing situation... dunno why!)
and here's a Harris' hawk with really broad and big wings
birds of prey also 'mantle' which is when they try to cover and hide their food, then they look super droopy
