Found bird - many questions!

What kind? Numerous online sites disagree! At 7" is it a baby? Pretty sure he is a he. Found by neighbors in NW Austin, TX. We have an extra cage so we're keeping him until someone recognizes him! Do you? (BTW: Belly feathers were all ripped out, but he hasn't touched them since we got him.)

I am not well up on Conures, but pretty certain this is a Red Bellied Conure. If feathers plucked unlikely a baby. And to me looks older, fully matured. It may of been attacked while loose. https://www.google.co.nz/search?q=re...FSLapgod7nABlQ
