Hi Tstuart, welcome to Talk Parrots.
Painting a bird cage is never a good idea, most cages made today are powder coated and the coating is suppose to last forever and never rust or flake so your bird will always be safe in this. I have been on forums for many years and I've only read many other members tell anyone interested in painting their birds cage to not bother, you can't be assured the paint won't chip or there won't be rust forming underneath. Rust or paint chips are deadly to any bird.
Save your money and time and don't paint your older cage.
Buy a new cage they are getting so much more affordable these days and you can buy all sorts of cages online and have them delivered to save you even more money. You have to assemble them once they are delivered to you but they are not difficult to put together and they will last you and your bird years to come. You will never have to worry about the cage paint or rust with a new powder coated cage.
You might want to check ebay or amazon. com to find a new affordable safe cage.
