Well, based on my experience... If you want a playful bird that is loving and LOVES cuddles, i would highly suggest you get a green cheek conure. i just got my own about a month ago and i LOVE him. i know some CAN talk.. but you'll have to hear more from other members about talking conures. I also have cockatiels, both are cute and my boy sings a lot. My girl is very needy, she wants to be with me a lot. I have no experience with IRNs or the peach faced, my boyfriends mom has a budgie though. Only for a couple weeks now, so not much experience there either. Good luck!

Tilly - 3 Months Cinnamon Split to Pied Cockatiel

I've had a parolet (though they are very delicate), I've owned two budgies but one would be good if you were thinking of that, I have had a tiel, some tiels are very cuddly pending on their personalitys but, I do have a cute sun/jenday conure and she's slowly becoming very cuddly .

Budgies are snuggly, can learn to talk extremely well (better than any other parrot I've ever heard) and are very playful. Peach faced lovebirds can be snuggly but not a fat lot, you get the odd one who is, don't really talk but are very very playful. Indian ringnecks can talk and they have the most adorable voice but other than that they aren't known snugglers or that playful with you. Cockatiels, like the budgie, can talk (males), are very snuggly and are playful, only they don't play as rough as other birds. A green cheek conure can talk, only not well and not often, however they are extremely friendly and fussy, they love cuddles and play like crazy

i wouldnt recommend a budgie if you want a cuddly bird. They are a bit more flighty and usually dont like to be touched more then a few seconds at a time. from your list, GCC might be what you want but be prepared for their nippiness.
