to be honest i usually don't weigh the budgies it is hard to get them to stay on the scale since they are not completely tame but i am going to try to keep up with them

My female parrotlet was a chubby 32 grams as I recall. Your birds sound like they are on the lower end of the weight range but OK. I think the thing to watch for is any change in weight. If a small bird loses more than 2-3 grams, that's about 10% of its body weight and would be of concern.

I weighed them again this evening and Oliver plet was 29, Cozette budgie 26.9, and Mina linnie 46.1.

I am not an expert at feeling the keel none, but I think Olivers feels better and the girls feel a little sharp. Specifically Cozette. I am going to give them more food and millet.

What do you think the middle range if mine are on the lower end?

As I recall, parrotlet's range should be between 28-34g. American budgies should be a bit heavier. We brought a budgie at work to the vet and they said she was on the thin side at 27g. Wingnut, my parrotlet, is generally around 30g in the morning. The little oinker was at 34g right before bed, but I could tell his crop was quite full.

Janosch (green linnie) weighs 54 grams.
Paulchen (cobalt linnie with grey wings) weighs 57 grams.

German linnies are big, because we regard 50 - 60 grams as a normal weight for them.

In summer Paulchen weighed 59 grams, but he is smaller than Janosch, so I decided he should reduce a few grams, and he has been successful.

I don't know much about budgies, but I think it depends on the budgie species what the average weight should be, because there are very small as well as larger species.
