Question Budgie Cere Protrusion

Hello everyone, I am new here. Please forgive me if this isn't in the right forum or not!

I've owned my blue budgie, Malachi, for about two years now. The pet store I bought them from was very poor in caring for them, so they're quite afraid of me so it's hard to earn their trust. I know its no easy feat, so I'm still trying!

While changing out the water to give fresh new water, I noticed that there's a slight "bump" on the cere of Malachi's nose. The cere is brown, so I believe they are female sexed, but I'm not quite sure since I can see a tinge of light blue/white around the nostrils. Searching online and google leads me to believe that this protrusion is an indication that the budgie is of breeding conditions, but I do not want to be wrong!

Malachi is a very active and chatty budgie, so I do not thing they are sick, but if they are I need to know if I need to take them to an avian veterinarian in the area.

Here is a recent picture of Malachi enjoying their new toy for some view of the cere. Is this normal?

Has her cere always been brown? But yes, brown in a female usually means they are at breeding age.
If your Budgie is Male and the cere just started turning brown then it could be testicular cancer I believe.
But to me it just looks like a female in season.

Looks like she has a small bit of hytrophy of the cere going on.. I found this on www.birdchannel.com
Females with a tan cere may develop brown hypertrophy of the cere, a thickening of cere tissue. This occurs from hormonal activity and is not dangerous nor does it need to be removed. Normally, the flaking hypertrophied tissue sloughs off over time and only becomes of concern if the tissue occludes (closes off) the openings to the nares.
