Fleshy bubble under bird's neck

I have just adopted a female 2 year old green cheek conure about 4 days ago and I just now noticed there is a small little fleshy bubble under my bird's neck. I don't know if the bird developed it with me or its previous owners. I'm not sure what the previous owners fed their bird but so far I've been feeding my bird chopped up celery, carrots, kale tomatoes, and 1-2 almonds a day while I wait for my pellets to come in the mail. She seems to be acting normal.

I've never seen anything like that. Take her to the vet?

Looks like scar tissue or an abscess or something. Definitely take him to the vet for a visit.
