Annoying shelf

My peach faced Lovebird Leona has a special shelf and if I get near it she continuously says "step up" and bites if I go to have her step up. The only way for me to get her down and keep her out is to stuff a towel in that particular shelf cubby. After I block that one she will find another one. I will also try to distract her with treats and tricks but sometimes she wants nothing but to be up there. It also makes it tough to put her away since the shelf is right next to her cage. I have started taking her in other rooms to keep her away from the shelf. What else can I do????

Is there anything you could maybe drape over the shelves while she's out so she can't land anywhere near them?

If you can't block the shelf, could you use a dowel. I use a pine tree branch to pick up my linnies, although I use it because they are hand shy, not aggressive, but it could still work--at least to keep you from getting bit.

I could see if draping a sheet over it works. I didn't think of using a dowel so I will also try that. Thanks for the advice!
