If the budgies were not raised together in a clutch sometimes they can be aggressive and mean to each other so you will have to watch this behavior as they might need to be separated into 2 cages to avoid any injury's. Budgies sometimes will pick on another bird if that bird they pick on is ill so again you will have to watch and see how this victim bird is behaving.
Move the perch to another area of the cage so the bird can't poop in the water dish, if its possible move the water dish so it can't be pooped on. Budgies don't go looking for a dish to specifically poop in or on they just poop where they like to sit the most.
As for their seeds and pellet mix next time you buy a seed mix buy just seeds, you can buy pellets in a separate bag and offer them in a different dish daily as a treat. Budgies are seed eaters and shouldn't have pellets in their seed mix.
The company's who add pellets in with seed mixes think they are giving your bird a balanced diet, I'm sure its just a reason for the seed company to get rid of their old pellet product. Pellets supposedly go bad within a couple of months after you open the bag so you really don't know how old the pellets are that are in your seed mix.
Start offering veggies to your birds but offer 2 pieces of everything you place in the cage to keep the birds from fighting. Stick a couple of stalks of fresh raw broccoli through the bars of the cage near a perch so they can sit comfortably and eat. Don't just hang it anywhere thinking the bird will climb the bars and hang there to eat, you have to cater to them.
They may not eat the broccoli because its new and they don't know what it is and why its in their cage but you can never stop offering fresh foods. They will figure it out that this is food eventually and start to eat it. You can always eat some raw broccoli or a carrot stick in front of them when you give them broccoli or carrots. Budgies are pretty smart and will figure out that if you can eat it then they can eat it too.
