Hi budgiee, welcome to the forum.
Budgies often lick your skin because they like the taste of your sweat or salt on your skin. It's something I would try to deter as you don't want your bird to lick any scent or cologne or antiperspirant you might have on your hands or arms or body as it can be harmful for him. Make sure he has a cuttle bone and a mineral block in his cage as he can obtain salt and minerals from these 2 products.
When he is being aggressive and licking or nibbling your fingers try and put your fingers softly on the birds beak and scratch at his beak with your finger nail as they often like this sensation and sometimes like the activity and associate it with play.
If he nips at you just slowly move your hand away, if you say "OUCH" or move your hand away quickly he realizes he has your response and this is attention he is trying to get from you. Try not to react just brush him away gently, offer him treats and give him toys to play with while you hold the toys in your hand. It's a form of attention that is not focused on your hands and he won't bite you if he you are playing with toys with him.
