Is this normal? Also it is more mouthing that biting. He loves to be on my shoulder nibbling on my hair and stay there. He doesn't want to come off.

It sounds like their normal "teething" stage to me. They just have to learn how hard they can bite. I believe they play rough with one another at this age and do not know how hard is too hard.

most birds go through a mouthy stage, I played with like a whole flock of baby suns once and they all were very mouthy

Yeah, when I am holding Kiki she is constantly nibbling my fingers and sometimes bites them harder than I would like. But I don't believe she is being aggressive, just a baby. :D

Yep, its normal. They go through a stage where they want to taste everything. He'll put his beak on you and taste with his tongue. Then comes the stage where they test you to see if you react. When he does bite hard, don't react or he'll do it more and more just to get a reaction out of you.
