Advice on breeding budgies

I purchased six months ago a pair of breeding budgies from breeder. I brought them home set them up in a big cage. I managed to convert them from an all seed diet to one of pellets and fresh veggies and bean mash.

I put in a nest box the same type they had been using and nothing. They are not showing any interest in mating.

Is there something that I can do to help them along?

when the females cere is a crusty brown that is when she is ready to mate
From what I know, they need to be bonded before they'll even breed. Like Allen's said the best time to breed them is when they're in breeding condition - females cere is crusty brown and I think the males go a bright blue or something?
yes you are right solace the male cere will be bright blue
