I got it from a breeder, and when I saw it, it did not look like it was well kept, but he said it was just growing new feathers. I'll her regardless, but to my understanding the B/F disease is eventually fatal.

Hi and welcome to Talk Parrots. Can you show us a photo of your bird? What breed is it? How old is it?

PBFB is a fatal disease and can really only be accessed by a professional avian vet who knows the signs and can perform a blood test to make sure.
