This Local Breeder is selling me a cage for $30 dollars. The cage is 22 inches side to side 27 inches tall and 15 inches wide. Should I take the deal or not?
Your opinion is deeply appreciated!

$30 for that cage is a good deal and it would make a good temporary and travel cage for your bird :) I would get something bigger, personally, that's more wide than tall. For a Jenday I would recommend something 24" wide minimum, so 22" isn't bad at all to start with until you can get something larger. Best cage for your money, for your bird, would be an HQ or A&E single flight cage - they usually run about $100-130 depending on sales and are 32"x21" I believe :)

The rule of thumb for all birds is to get the biggest cage you can afford to give them (within reason) ;)

I agree with everything Jenny said. That is a good price for a cage that size, and you will find that having a temporary cage is nice.

My only caution would be rust. If there is rust on the used cage, rust is harmful to birds. You can sand off rust and repaint a cage. I've never done that, but it can be done quite successfully. If there is rust on the used cage, please do not put the bird in it until this has been done. I cannot advise on types of paint, but I believe there are threads on here about that.

Great posts guys you pretty much summed it up! It is definitely worth getting for travel. But like they said you need the biggest you're willing to buy. Being in a small cage doesn't do the birds any good and they need to be able to stretch their wings a lot. That's why most of mine are in aviaries hehe!

That is definitely too small for anything other than a travel or sleep cage IMO.

All my conures have A&E flight cages, as do my tiels and half my Linnies (the other Linnies will get their flight cage soon)
