For US members:

For a BOARD-CERTIFIED avian practicioner the US, you'll want to check with the American Board of Veterinary Practicioners. They have a search function on their website; you search by speciality and/or state: http://www.abvp.com/finddiplomate.aspx

In the US only BOARD-CERTIFIED avian practicioners will have "Dipl. ABVP-Avian Medicine" after their credentials (DVM or if they went to UPenn, VMD).

The Association of Avian Veterinarians also has a search function that covers the US and abroad: http://www.aav.org/search

Keep in mind however that the AAV IS NOT A CERTIFYING BODY but rather a membership organization. This doesn't mean that an AAV vet is less qualified than a ABVP vet nor does it mean that the ABVP vet is better.
